INTRODUCTION
Before the minutes of this meeting are presented, three documents which were central to this meeting are included. They are:
1 The objectives of the 3rd Network Meeting, set at the previous Network meeting (in Lisbon, April 2001).
2 A Table of Proposed Interactions, drawn up at the Lisbon meeting. This is important as discussing and deciding on joint projects (i.e. finalising the interaction table) was the main topic of the 3rd Network Meeting.
3 The programme of the meeting.

OF THE THIRD MEETING OF THE RTN NETWORK ON

REACTIVE INTERMEDIATES "
This meeting was organized by the Garching group and it was
held in the DGB Bildungszentrum in Niederpöcking (Germany), from 12th until
14th October 2001. The list of the
representatives from each research group participating in the Network,
attending the Business and Scientific meetings, was as follows:

Stelios Couris from Crete was not able to attend this
meeting at the last minute and sent his apologies.
The following Young Researchers (YR’s) and guests were also present at the

This meeting was organized along the two scientific topics of the Network, with Dolores Gauyacq chairing the Spectroscopy Sessions and Andrew Bell acting as chairman of the Ion-Molecule Sessions.
The three specialist guests speakers invited to this meeting to deliver keynote lectures, Tilmann Märk from Innsbruck, Ingo Fisher fromWürzburg, and Zdenek Herman from Prague, also attended the Scientific sessions held during the meeting and participated fully in the discussions.
Arrivals according to individual schedules occurred on Thursday, October 11th, and an initial informal dinner took place at the Bürgerhaus in Garching, where most participants stayed overnight.
On Friday, October 12th, participants were taken in the morning to the Garching campus for a welcome session followed by Lab tours. After lunch, at the Max-Planck Institute, the participants were transferred by bus to Niederpöcking for checking in at DGB Bildungszentrum.
According to the schedule, the meeting started at 14.45 h with Opening Remarks by John Dyke. He presented some tasks that should be undertaken during the meeting, namely three workshops to discuss and decide about research collaborations between groups as well as YR exchanges. It was decided that workshops I, II and III would be chaired by Peter Watts, Philippe Bréchignac, and Gökhan Baykut, respectively. The last one should also take into account possible industrial placements. He also mentioned the pressing need of reaching the joint publications production target set by the EC.

Milestones of the Training Programme
Ø By the Mid-Term Review at least 40% of the
training deliverables ( in terms of man-months ) must be achieved.
Ø The YR’s must have given two presentations on
their projects and results to the Steering Committee and will have attended a
team building and presentation skills course.
Ø The
Mid-Term Review will take place no later than when two-thirds of the
duration of the work performed under the contract has elapsed.
Ø The
Mid-Term Review Report is the basis of discussion at The Mid-Term Review: it must be ready two months
before the meeting and sent to the project manager in Brussels for approval
prior to the meeting.
Ø Principal Contractor needs to agree agenda
and date with the Commission at least two months prior to the meeting.

Young Researchers
Ø Encourage YR’s to meet.
Ø Ask them to produce a scientific training
plan.
Ø Ask them to have a YR web-page which can be
part of the main web-page or is linked from the main web-page.

Other Important Points
Ø Time Sheets for YR’s need to be kept from
now on.
The time-sheet currently in use in Lisbon was discussed as a good
example, but the other partners found it too detailed and restrictive for a
research environment. The one in use in Orsay was felt to be more appropriate
and it was generally agreed that, in future, this one should be adopted by
the other groups.
Ø If a YR leaves the Network, an Annex A
questionnaire needs to be completed by the YR before he/she leaves the Network.

Due up two months after the dead line (i.e. our deadline is November 1st
). The Co-ordinator stated that both the research and financial parts of this
report are well underway and both should be ready by the deadline.

Agreed Financial Policy When a YR Moves from Centre A to Centre B for Short
Stay to Carry Out Research
It was agreed that
Centre A will pay for travel and that Centre B will pay for subsistence
according to the rules and conditions of the host centre.
·
Allowable Costs
Allowable costs are given on the EC Web page. However, the two most important rules are:
(i) Overheads
The overhead contribution to the grant is fixed at a maximum of 20% of the actual direct costs
i.e. THE ACTUAL EXPENDITURE CONTROLS THE OVERHEADS
(ii) 60% Rule for YR
Personnel Costs
Under the terms of the Contract, the Network is required to spend at least 60%
of the total eligible costs of the project to support personnel costs of Yrs.
This MINIMUM
of 60% need not to be applied to each set of COST statements,
but MUST
apply cumulatively at the end of the project.

Contract is achieved since this is deliverable under the Contract ( 300
man-
months in our case).

Estimate of Expenditure to Date
It was agreed that every group should keep close to the 60% minimum
of the total eligible costs of the project to support personnel costs of YR’s.
It was noted that the Crete group
currently shows the largest deviation on this figure.

The Network Manager asked the other partners to send him any information concerning possible candidates to fill the still existing vacancies.

Discussion of Amsterdam Situation
This topic was introduced by the Network Co-ordinator, John Dyke.
After a brief discussion it was decided that the project aims could still be achieved if a YR is appointed at the Vrije Universiteit, Amsterdam (not the University of Amsterdam) under Professor De Lange’s supervision. The Amsterdam budget could be administered from Southampton or from the Vrije Universiteit. This will be decided when a YR is appointed in Amsterdam.
The session ended by 22.00 h. Informal meetings, concerning future collaborations and research in progress went on.

It was agreed that interchange of YR’s between centres will occur only
if a suitable joint project is in place and has been fully discussed by the
partners. In order to avoid waste of time, no travelling will happen if there is
not a supporting project. Any deviation of the agreed interactions should be
communicated to the Network Co-ordinator and to the Network Manager, as they
have to report them to Brussels.
It was also agreed that, because the main aim of this meeting was to
start joint projects and to initiate mobility of YR’s between centres,
industrial placements of YR’s will be agreed and started from the next Network
meeting (in Crete), i.e. no plans for YR
industrial placements will be made at the Garching meeting.

2. Proposal
for next meeting:
New YR’s, besides the talks that they
have to give, should also present posters to remain on show during the meeting.
This should encourage continuous interactions of YR’s throughout the meeting.
3. Any
information concerning conferences or any interesting development should be
spread among YR’s, via the YR web page

Every YR had 2minutes to report to the following matters:

meeting?

sufficiently involved?

to say what they wanted to say?

What can be improved in
future meetings?
This YR session went well and it was felt that it
should be repeated at future meetings.
The summary of what was said in these short
presentations is as follows:
1. The Network
meeting provided a good opportunity for YR presentations, as these talks are not
the same as in group meetings.
2. The
proposed joint projects provide a good opportunity for YR’s to be involved in
different research projects in different groups.
3. A good
impression was obtained by the YRs from the meeting, like the previous one, because,
besides the scientific level of the research, the contact with group leaders
and other senior scientists was informal and friendly.
4. It was
noted that in the 10 days before the start of the meeting, 2 YR’s had started
working in one centre (Southampton). Unfortunately, they were not at the
meeting as the attendance list was decided on several weeks earlier. It was
agreed that it would have been beneficial for them to attend. It was agreed
that all Network YR’s should attend all Network meetings, even if they have
only just joined the Network.
Finally,
John Dyke introduced the Closing Remarks thanking everybody who contributed for
the success of the 3rd Network Meeting, with special thanks for the
excellent organisation by Dr Martin Beyer and the Garching Group.
Conclusions of the 3rd
Network Meeting
1
To activate agreed
joint projects and make the proposed placements of the YR’s in the host centres
within the Network.
2
Industrial placements
of YR’s (i.e. at Leybold or Unilaser) will be discussed and planned at the next
Network meeting.

To encourage joint
research between the teams in the Network and joint publications.
4
Realise planned
training programme of the YR’s and keep a separate section for YR’s in future
Network meetings. Maintain the YR web site, linked to the main Network Web
page.
5
Maintain the
Spectroscopy and Ion-Molecule parts of the Network in future Network meetings.
6
Undertake a major
effort to fill the remaining YR vacancies in the Network (in Amsterdam and Crete)
as soon as possible.
7 The next Network
meeting will be in Crete in April/ May 2002.
